The process of building the health center started just after independence. Indeed in 1963 a maternity was built then in 1976 an infirmary was built. The Philippe Maguilen SENGHOR health center is a reference health center in the western district of the department of Dakar located in the commune of Yoff. The western district is merges with the district of Almadies and covers the communes of Yoff, Ngor, Ouakam and Sacred Heart Mermoz. The population covered by the district amounts in 2017 to 237,725 inhabitants according to projections of the population of Senegal made by the National Agency for statistics and demography in July 2015. The western district has 9 health posts and 4 health centers including the Philippe Magilen SENGHOR health center. It is a center of type 2 health facility located on the road to Léopold Sédar SENGHOR airport. The health center focuses seven health posts (Tonghor, Diamalaye, Apecsyl, Yoff Ndénatt, Mermoz, Ouakam,Liberté 4) and two other health centers (Ngor, Ouakam).
